However, following the videoconference, the timing of a free trade agreement that had been discussed for several years was not mentioned. At the media briefing in Brussels, von der Leyen hoped that the new dialogue «would move things forward and promote our common interest in a free trade agreement.» But, she added, «we`re not there yet.» No more concrete roadmap has been announced for the upcoming trade and investment negotiations. «India and the EU have been in talks for some time on this large-scale trade and investment agreement,» he said. «But since 2013, these negotiations haven`t really taken place. Asked about the advisability of a timetable for the trade deal, Foreign Ministry (West) Secretary Vikas Swarup told reporters: «There is no timetable for the conclusion of the bilateral trade and investment agreement (BTIA), but the two sides agreed that the two ministers responsible for advancing the talks should meet as soon as possible.» On 29 September 2008, at the EU-India Summit in Marseille, the EU and India agreed to intensify their cooperation on nuclear energy and environmental protection and to deepen their strategic partnership. French President Nicolas Sarkozy, the rotating president of the EU, said at a joint press conference at the summit that «the EU, as a great country, welcomes India to participate in the development of nuclear energy and added that this clean energy will be useful to the world in dealing with global climate change.» Sarkozy also said the EU and Indian Prime Minister Manmohan had promised to speed up talks on a free trade agreement and expected the deal to be concluded by 2009. During the summit, five documents were finalised – a Joint Political Declaration, a Roadmap to 2025, a Pact for Research and Development in the Field of Civil Nuclear Energy, a Joint Declaration on Resource Efficiency and the Circular Economy and a five-year extension of the Scientific and Technological Cooperation Agreement. EU President Charles Michel also identified this area as an area that needs to be upgraded. «The EU is India`s largest trade and investment partner. However, India accounts for only about 2% of the EU`s external trade. This is clearly an area that offers impressive potential for significant future growth. We have agreed to improve the conditions of traders and investors,» he said at a press briefing in Brussels. The high-level dialogue will aim to promote progress in trade and investment agreements, tackle trade irritants and improve conditions for traders and investors on both sides, as well as discuss supply chain agreements,» he said in a joint statement after the talks. France, Germany and the United Kingdom together account for the bulk of trade between the EU and India.  He referred to the establishment of a new high-level dialogue mechanism at the ministerial level, whose mandate was to «provide guidance for bilateral trade and investment relations and address multilateral issues of mutual interest».
